Rwanda Opens Doors for Private Sector to Provide Metrology Services

In a move to boost private sector participation and enhance the quality of measurement services in the country, the Rwanda Standards Board (RSB) has officially published the minimum requirements for private companies to obtain licenses to offer metrology services.

The announcement is grounded in existing laws governing metrology in Rwanda, specifically Law No. 50/2013 and Law No. 70/2019, which allow private bodies to provide such services. RSB’s new guidelines aim to ensure that private actors meet specific standards before engaging in the field, thereby supporting the government’s broader vision of a private-sector-led economy and improved service delivery.

The newly established requirements apply to private companies interested in offering metrology services across several areas, including:
• Calibration services within Rwanda
• Installation, maintenance, and repair of measuring instruments
• Verification of measuring instruments used in trade transactions
• Verification of LPG cylinders, including tare weight, labeling, marking, and re-validation
• Issuance of Verified Gross Mass (VGM) certificates for export containers

The Rwanda Standards Board is encouraging competent private firms to apply for licenses in any of these areas, noting that all relevant guidelines, application processes, and associated fees are now publicly available on its website: www.rsb.gov.rw.

RSB commended the ongoing collaboration with stakeholders and reaffirmed its commitment to advancing accurate and reliable measurement systems in Rwanda.
