Government of Rwanda Implements New Business Certification Regulations Effective January 6, 2025

In a bid to improve the quality of services offered by businesses across the country, the Ministry of Trade and Industry of Rwanda announces new regulations regarding business certification. These regulations were approved by the Rwandan government and will go into effect on January 6, 2025.

Key highlights of the new regulations include:

1. Five-Year Validity for Certifications: Certifications and licenses issued by the Rwanda Standards Board (RSB), the Rwanda Food and Drugs Authority (RFDA), and the Rwanda Inspectorate, Competition, and Consumer Protection Authority (RICA) will be valid for five years. However, these can be renewed subject to compliance with business laws and regulations. Note that this announcement does not affect licenses related to the importation of medicines, vaccines, or medical services.
2. Export License Requirement: An export license will no longer be required for businesses, except in cases where it is mandated by the importing country. This change is intended to simplify the export process for Rwandan businesses and enhance their competitiveness in international markets.
3. Health-Sensitive Import Goods: Import documentation for goods that could affect public health will be issued only if the goods meet all safety standards.
4. Certification Fees for Small and Large Industries: Small and medium industries will pay reduced fees to improve their market operations. The cost for certification for large enterprises will not exceed one hundred thousand Rwandan Francs (100,000 FRW), payable to the RSB through authorized bank transfers.

The Ministry urges all businesses to familiarize themselves with these new regulations to ensure compliance and take advantage of the benefits provided. The changes aim to streamline the certification process, enhance the quality of products and services, and ultimately foster a more competitive business environment in Rwanda.
